The international observation mission of the European Network of Election Monitoring Organizations (ENEMO) observed the electoral process in Kosovo from the beginning of October 2009. ENEMO issued its first preliminary statement on 16 November 2009 and an interim statement on 9 December (both available at www.enemo.eu). The following statement reflects the observation of the lead-up to the second round of mayoral elections on 13 December, as well as Election Day itself. The mission will remain in Kosovo to observe the counting process and will issue a final report in January 2010.
