ENEMO

History

The history section presents key decisions since the foundation of ENEMO.

  • Among key steps in the formation of the Central Executive Office (CEO) ENEMO created the Department for Democracy and Elections and the Department for Operations.


  • In 2022 Political Accountability Foundation (PAF) from Poland and Transparency International Anti-Corruption Center (TIAC) from Armenia became associate members. Center for Research, Transparency and Accountability (CRTA) from Serbia, Kosova Democratic Institute (KDI) from Kosovo, Committee of Voters of Ukraine (CVU) from Ukraine and Coalition for Democracy and Civil Society (CDCS) from Kyrgyzstan became full members. Election Monitoring and Democratic Studies Center (EMDS) from Azerbaijan became a honorary member of ENEMO.


  • During the ENEMO General Assembly held from 26th to 29th May 2022, the position of Secretary General was renamed to President of ENEMO, and Secretariat to Governing board of ENEMO. Apart this, the proposal for adding a new member type – honorary member - passed by the required majority of votes. A Honorary member is an individual who is elected as a member of the General Assembly for a period between two General Assemblies to represent an ENEMO full member organization that lost its legal status due to repression of the regime in its country.


  • In January 2022, the Secretariat unanimously elected Zlatko Vujovic as Executive Director of ENEMO following an open competitive selection process, in line with the Constitutional Protocol of ENEMO. This was followed by preparations for establishing the Central Executive Office (CEO) of ENEMO, which will be based in Montenegro in line with the official registration of the organization and the Constitutional Protocol of ENEMO.


  • During the ENEMO General Assembly held on October 4-7, 2018 in Herceg Novi, the Civil Network OPORA for Ukraine became a full member. Kosova Democratic Institute (KDI) from Kosovo and Election Monitoring and Democratic Studies Center (EMDS) from Azerbaijan, Transparency International Anti-Corruption Center (TIAC) from Armenia and Belarusian Helsinki Committee from Belarus became consultative members. Center for Research, Transparency and Accountability (CRTA) from Serbia became an associate member of ENEMO.


  • ENEMO was formally registered as an non-governmental organization in Montenegro on April 11, 2018. Formal founders of ENEMO are: Centers for Civic Initiatives (CCI) from Bosnia and Herzegovina, Center for Democratic Transition (CDT) from Montenegro , Centre for Monitoring and Research (CeMI) from Montenegro, Center for Free Elections and Democracy (CeSID) from Serbia, The Association of Non-Profit Organizations “In Defense of Voters’ Rights ‘GOLOS’ from Russia, GONG from Croatia, International Society for Fair Elections and Democracy (ISFED) from Georgia , KRIIK Albania Association from Albania, Citizens Association MOST from North Macedonia, Promo-LEX from Moldova.


  • In 2016 The Civil Network OPORA for Ukraine became a consultative member of ENEMO.


  • In 2015 Kosova Democratic Institute (KDI) from Kosovo became a consultative member of ENEMO.


  • During the ENEMO General Assembly held on November 17, 2009 in Pristina the proposal for adding a new member type – associate member – passed by the required majority of votes. Four NGOs became associate members: KRIIK Albania Association from Albania, Promo-LEX from Moldova, SCI from Kazakhstan, Belarusian Helsinki Committee from Belarus.


  • In 2006 The League for Defense of Human Rights of Moldova (LADOM) from Moldova became a consultative member of ENEMO.


  • During the ENEMO Annual Assembly held on February 10-13, 2015 in Bratislava five NGOs became new members: International Society for Fair Elections and Democracy (ISFED) from Georgia, Golos from the Russian Federation, the Republican Network of Independent Monitors (RNIM) from Kazakhstan, It's your choice from Armenia, Coalition for Democracy and Civil Society (CDCS) from Kyrgyzstan, and Election Monitoring Centre (EMC) from Azerbaijan.


  • During the ENEMO Annual Assembly held on June 23-24, 2006 in Kyiv the proposal for forming extended Secretariat made of five member organizations passed by the required majority of votes.


  • In 2004 Partnership from Belarus became a consultative of ENEMO.


  • In 2003 Citizens Association MOST from North Macedonia became a consultative of ENEMO.


  • In 2002 Centers for Civic Initiatives (CCI) from Bosnia and Herzegovina became a consultative member of ENEMO.



  • ENEMO was founded on September 29, 2001 by 11 non-governmental organizations: Association Pro Democracy (APD) from Romania , Bulgarian Association for Fair Elections and Civil Rights (BAFE) from Bulgaria, Citizens for the Citizens Coalition (C4C) form North Macedonia, Center for Democratic Transition (CDT) from Montenegro, Centre for Monitoring and Research (CeMI) from Montenegro, Center for Free Elections and Democracy (CeSID) from Serbia, Committee of Voters of Ukraine (CVU) from Ukraine, Gong from Croatia, Obcianske oko from Slovakia, Society for Democratic Culture (SDC) from Albania, Viasna from Belarus and was an informal network of non-governmental organizations for the next 17 years (2001-2018).
