Statement of Preliminary Findings and Conclusions - Kosovo Local Elections 2010

Following an invitation from the acting President Jakup Krasniqi, the European Network of Election Monitoring Organizations (ENEMO) deployed an Election Observation Mission (EOM) to observe the Kosovo Assembly Elections on 12 December 2010. 

On 21 November 2010, ENEMO’s Core Team arrived and prepared the deployment of 12 long-term observers in 6 teams covering all territory of Kosovo. They were monitoring the pre-election environment including the political campaign and activities of the election administration ahead of the 12 December elections. On the Election Day, ENEMO deployed 188 election observers from 23 countries to 861polling stations, throughout all municipalities in Kosovo.  

The election is assessed on the basis of international standards for democratic elections and national legislation. This statement of preliminary findings and conclusions is delivered prior to the completion of the election process, including the tabulation and announcement of final results, and the handling of possible post-election day complaints or appeals. These findings and conclusions are preliminary and the mission will continue to observe the process of tabulation of results and the complaints and appeals process. ENEMO will issue a comprehensive final report within two months including recommendations for potential improvement.
