ENEMO's EOM to the 2025 Parliamentary elections in Moldova held its first press conference to officially announce the mission

Chisinau, 25 August 2025 – Following an official invitation from the Central Election Commission of the Republic of Moldova to observe the Parliamentary Elections of 28 September 2025, the European Network of Election Monitoring Organizations (ENEMO) has deployed a Limited International Election Observation Mission (IEOM), beginning on 15 August. ENEMO has accredited and deployed six Core Team members; no long- or short-term observers will be part of this mission.

The mission aims to enhance the transparency of the electoral process and to assess its integrity, its compliance with Moldova’s international obligations and standards for democratic elections, as well as with the national legal framework. Particular attention will be paid to the implementation of previous recommendations issued by ENEMO and other international and domestic stakeholders. Key aspects that ENEMO will be observing and assessing include the overall political and electoral environment, respect for the rights to vote and stand for election, the performance of election management bodies, freedom to campaign, media conduct, inclusiveness of the process, and the resolution of electoral disputes. Voting and counting will be observed in a limited number of polling stations.

ENEMO remains open to cooperation with all domestic and international stakeholders who share its core values of respect for human rights, democratic processes, and the rule of law. In addition to direct observation, Mission members will meet with election management bodies, state authorities, political parties and candidates, civil society, media representatives, and the international community, to gain a comprehensive overview of the electoral process.

The Mission’s findings will be presented through one interim report, to be issued approximately two weeks before Election Day; a statement of preliminary findings and conclusions, to be released immediately after Election Day; and a final report, including recommendations for improving elections and related policies, to be published approximately two months after the elections.
