ENEMO is deploying 8 Long-Term Observers to observe the 20 October Local Elections in Moldova

Chisinau, September 30, 2019 - During the press conference held at the premises of the News Agency “IPN”, the European Network of Election Monitoring Organizations (ENEMO) presented its plans for the observation of the upcoming Local Elections in Moldova.

Following an official invitation from the Central Election Commission of the Republic of Moldova to observe the General Local Elections of 20 October 2019, the European Network of Election Monitoring Organizations (ENEMO) has submitted a request for the accreditation of 8 Long term observers (LTOs) and 5 Core Team members. The core team will be based in Chisinau, while long term observers will be deployed and observe the election process throughout the country in four teams of two, based in Chisinau, Balti, Orhei, and Comrat.

Through monitoring and reporting on the crucial aspects of the elections, the Mission of ENEMO aims to improve the transparency of the election process and assess its integrity and compatibility with the best international standards and domestic legislation. The Head of the ENEMO Mission to Moldova, Mr. Dritan Taulla stated: ENEMO will monitor, assess and report on the main findings related to observing the overall political and electoral environment, respect for the rights to elect and stand for election, conduct of election management bodies, campaigning, gender equity, voting and counting processes, electoral dispute resolutions and other crucial aspects of the process. ENEMO will assess the election process based on international standards for democratic elections and the Moldovan legal framework.”

Mr. Taulla, added: “ENEMO operates in full compliance with international standards for election observation. We will deploy our observers in order to contribute towards a more transparent electoral process in Moldova. All ENEMO observers have signed the Code of Conduct for International Election Observers.”

ENEMO works in cooperation with both domestic and international stakeholders whose core values and priorities match those of the network, respect for human rights and strengthening of democracy. “We will meet with different relevant stakeholders, representatives of state authorities, political parties and candidates, civil society, media representatives, as well as with the international community, in order to receive a more comprehensive picture about the process itself”, said Deputy Head of the Mission, Mr. Pierre Peytier. He added: “ENEMO plans to present interim and preliminary reports, to the national and international public. All ENEMO reports and conclusions will be based on the evidence and observers’ findings from the field. The final report, with concrete policy recommendations for eventual improvements in the area of elections and related policies, will be issued and presented soon after the elections.”

Ms. Maja Milikic, Press Officer stated: “This is the 30th Election Observation Mission of ENEMO and third ENEMO mission to Moldova. ENEMO launched its activities on September 15, with the arrival of Core Team members to Chisinau. The mission will stay in Moldova one month after the elections.” She added, “The mandate and scope of the EOM is limited to the monitoring of the General Local Elections of 20 October, we will not monitor closely the Parliamentary Elections to be held on the same day in four constituencies.”
