“ENEMO has deployed an Election Observation Mission to observe the 2 October Local Elections in Georgia”

Tbilisi, 20 September 2021 - The European Network of Election Monitoring Organizations (ENEMO) has deployed a Limited Election Observation Mission to observe the upcoming Local Elections in Georgia. The Mission is composed of six Core Team members, based in Tbilisi. Additionally, 20 short-term observers will be deployed immediately before Election Day to observe and assess the opening of polling stations, voting, counting, and tabulation of results throughout the country.

Through monitoring and reporting on the crucial aspects of the elections, in line with its mission, ENEMO aims to increase the transparency of the election process and assess its integrity and compatibility with international standards for democratic elections and the Georgian legal framework. The Election Observation Mission of ENEMO will monitor, assess, and report on the overall political and electoral environment, respect for the rights to elect and stand for election, conduct of election management bodies, campaigning, gender equity, voting and counting processes, electoral dispute resolutions and other crucial aspects of the process.

ENEMO operates in full compliance with international standards for election observation. ENEMO has endorsed the Declaration of Principles for International Election Observation and all observers sign the Code of Conduct for International Election Observers.

ENEMO works in cooperation with both domestic and international stakeholders whose core values and priorities match those of the network, respect for human rights and strengthening of democracy. The EOM will meet with relevant stakeholders, representatives of state authorities, political parties and candidates, civil society, media representatives, as well as with the international community, in order to receive a more comprehensive picture about the process itself. ENEMO plans to issue a Statement of Preliminary Findings and Conclusions on the process after Election Day, as well as a Final Report, including recommendations for eventual improvements in the area of elections and related policies.

This is the 36th Election Observation Mission of ENEMO and the second in Georgia. The Core Team has started its activities and assessment of the elections since the beginning of September and arrived in the country on 17th September.

The project “Support of the International Election Observation Mission during the Local Elections in Georgia” implemented from 8th September 2021 to 31st December 2021 was carried out from the funds of the official development aid of the Slovak Republic.
