Coalition for Reforms, Integration, and Consolidated Institutions (KRIIK Albania) is a non-profit, non-partisan and non-governmental organization, founded in October 1997. The organization’s headquarters are in Tirana and it operates throughout the country, through local representatives and/or partner organizations. 

KRIIK works for the protection and guarantee of human rights and freedoms, as well as the full dimension of human security, through strengthening the rule of law, democratic governance, promotion of civic activism and engagement, and promotion of full transparency and accountability of public and political institutions. 

The activity of KRIIK is based and strives to further protect and promote the principles enshrined in the Universal Declaration of Human Rights, as well as voluntary citizen engagement; impartiality and independence; integrity; consequence in fulfilling its mission with professionalism and dedication; objectivity in assessing facts and arguments; respect and guarantee for human and opinions diversity; transparency in activities, and environmental protection.

SDC is a non for profit, non-partisan and a non-governmental organization, created on February 1992, in collaboration with the National Democratic Institute (NDI – Washington DC).

Headquarter of the organization is in Tirana, where the National Staff implements its activity. SDC has branches covering almost all Albania and a considerable number of volunteers members, around 900.

The mission of the organization is to educate citizens with the principles of Democracy promoting Tolerance, Dialogue and Transparency. The target group of the organization’s work are women, youth, and citizens.

The main goal of SDC is to aware the Albanian citizens to understand the democracy; the best ways to build and make function the democratic institutions. The focus of the activities mainly is monitoring of elections, local government issues, human rights and media monitoring.

 Since 2000 SDC is a member of - (CDO) Experience, in fulfillment of the philosophy of action of the CDO announce its actions, depending on the electoral process or electoral reform being undertaken, in which is invited every non-governmental organizations to become part, thus re-testing periodically, in an open and transparent manner the best values of functioning as a network” independence, objectivity, expertise and cooperation among civil society organizations. The Coalition has coordinated and realized the biggest monitoring actions in Albania engaging up to around 5,000 independent and trained observers during a single electoral process.

TIAC is a non-partisan, non-governmental, non-for-profit organization, established in Yerevan, Armenia in 2000.

TIAC mission is to promote good governance in Armenia through reducing corruption and strengthening democracy. The goals of the organization are to support effective anti-corruption policy and transparent and accountable governance; to support holding of free, fair and transparent elections and the establishment of electoral institute; to promote reasonable, transparent and accountable public resource management, including the management of state and community property and financial resources; to foster democratic processes, including protection of human rights and public participation in the governance processes of the country.

Since 2003, TIAC has been monitoring different aspects of the national and local government elections in Armenia, including the political party finance, administrative resource use, voting numbers as well as short-term observation (from 2009). Since 2013, TIAC conducts short-term observation of elections as a member of ‘Citizen Observer Initiative’ - a coalition of Armenian NGOs. and participated in the observation of local government elections in about 100 communities, constitutional referendum of 2015 - in 500 communities and parliamentary elections of 2017 - in about 1500 communities throughout Armenia.

Since late 2014, TIAC is a member of European Platform for Democratic Elections (EPDE).

Election Monitoring and Democracy Studies Center (EMDS) is an impartial and largest non-governmental group working on improvement of the election system and protection of the political freedoms in Azerbaijan since 2001.

In the recent fifteen years EMDS has conducted monitoring of all types of elections which have been held in Azerbaijan. Since 2005 EMDS has conducted Statistical Based Observation at the nationwide elections. EMDS believes that holding free and fair elections in the country will be a significant contribution to development of democratic traditions, citizens’ welfare, and protection of human rights.

Through assistance of the head office and seven regional offices across the country currently EMDS is focused on: domestic election observation; improvement of election legislation; enhancing political participation; promotion of election rights; building mutual trust in the society in Azerbaijan.

The National Human Rights Public Association “Belarusian Helsinki Committee” is an autonomous, independent, non-profit, human rights public association established for the implementation of humanitarian activities on the territory of the Republic of Belarus. It operates on the basis of self-governance and unites citizens of the Republic of Belarus on the basis of their common interests. It is independent from government and business bodies, political and non-governmental organizations. Relationships with them are based on partnership, dialogue and cooperation.

BHC is the partner of the Council of Europe, active participant in the international Helsinki movement. Nowadays its representatives work in 10 towns of Belarus.

BHC exposes human rights violations, provides legal assistance to the individuals (annually BHC receives about 2000 complaints), regularly holds human rights seminars and educating training courses for youth activists and lawyers, publishes human rights literature, organizes various events, aiming to draw public attention to the issues of human rights violations in the Republic of Belarus.

BHC analyses the legislation and puts forward proposals on how to improve it: proposals to the Criminal Code, the labor legislation, the media legislation and the electoral law have been worked out, as well as to The Constitution of the Republic of Belarus. BHC members participated in missions of the International Helsinki Federation, observed the human rights situation in Transdniestria (Moldova), North Caucasus (Russian Federation), in the Ukraine, Tajikistan and Uzbekistan.

CCI is the largest civil society organization in Bosnia and Herzegovina. Since its founding in 1998, CCI has been contributing toward raising awareness of individuals and groups of citizens in order for them to cooperate with their elected representatives more effectively. CCI has also been working to strengthen the accountability of government toward citizens and has been running campaigns to make changes and/or amendments to laws and policies in order to meet the needs of citizens more effectively and to comply with democratic principles and standards of the European Union. CCI supports the work of other civil society organizations through awarding grants, transfer of knowledge and joint work in coalitions.

CCI has offices in six cities across the country. At the European level, CCI is one of the founders of the two networks of non-governmental organizations: CEECN - Central and Eastern European Citizens Network and ENEMO - European Network of Election Monitoring.

CCI has its own TV production that develops documentaries and covers topics that are of interest to many citizens in BiH.

GONG is a civil society organization founded in 1997 to encourage citizens to actively participate in the political processes. Its goal is promoting and elevating human and civil rights, as well as encouraging and empowering citizens to participate in the political processes. It celebrates dialogue culture, candor, transparency and responsibility in the public domain, while respecting human and civil rights through research, advocacy and education, on its own or in collaboration with individuals and/or organizations that share its values.

The International Society for Fair Elections and Democracy (ISFED) is a non-partisan, non-governmental, non-for-profit organization that was established in Tbilisi, Georgia in 1995.

Via central office and five regional offices across the country currently ISFED is working on: Monitoring the Elections; Supporting Local Self-Governance and Reforms in Georgia; Enhancing Civil Society Participation in the Reforms; Protecting Rights of Civil Servants for Politically Neutral and Discrimination - Free Public Service in Georgia.

Over the past fifteen years ISFED has observed all types of elections held in Georgia. Since 2003 ISFED has conducted Parallel Vote Tabulation (PVT) at the nationwide elections in Georgia and used sophisticated technological and software solutions for the data analysis. Starting from 2010, ISFED is administering a web-site Elections Portal (www.electionsportal.ge) that collects election related information from various leading NGOs in Georgia and highlights citizen reported and NGO observed electoral violations.

KDI has a vision to help create a consolidated democracy with the values of an open society and active citizenship. KDI’s has a long-lasting experience on anti-corruption, good governance, gender balance in the political process, and organizing of free and fair elections. As a local organization, KDI is a member of international network organizations including Transparency International (TI), International Observation Mission in Eastern Europe known as ENEMO, and a long-term local partner of the National Democratic Institute (NDI) of the United States. With the support of international organizations, KDI has grown and specialized in a variety of sectors. KDI has extensive experience on policy research and analysis, in monitoring the implementation of laws, and advocacy in decision-making in sectors ranging from anti-corruption and local governance to policymaking and elections.

The Citizen Association MOST is domestic, non-governmental and nonpartisan organization established in May 2002. It works to empower and mobilize citizens to strengthen Macedonia’s democratic culture, increase the democratic capacity of civic organizations, institutions and political actors, and works through sustainable partnerships. Since 2002 MOST has monitored in total 18 election processes and referenda on a national and local level by engaging almost 40.000 citizens in the monitoring efforts. The conducted PVT program in all monitored processes provided accurate results from the vote tabulation.

Among the numerous achievements of MOST, the most important ones are the codification of the election legislation, Voters List online as the first one in the region, institutional sustainability of the projects “MPs’ Performance” and “First time voters outreach”, free of charge accesses to the entire legislation in Macedonia, free of charge databases of different types of municipalities data, meetings of citizens with members of parliaments, participatory development of municipal budgets, capacity building of election administration, etc.

Promo-LEX Association is a non-governmental organization that aims to advance democracy in the Republic of Moldova, including in the Transnistrian region, by promoting and defending human rights, monitoring the democratic processes, and strengthening civil society.

Promo-LEX Association is a national level organization that operates throughout the Republic of Moldova since July 19, 2002. The organization implements two programs:

·      Human Rights -The overall goal of the Human Rights Program is to promote and implement international human rights standards in the Republic of Moldova.

·    Monitoring Democratic Processes - Under this Program, Promo-LEX aims to improve the quality of and to increase citizen’s trust in democratic processes through monitoring elections, sectoral reforms and decision-making processes. Since 2009 Promo-LEX has observed all types of elections by conducting long term and short-term observation, PVT and QC procedures, monitoring election campaign finances, organizing electoral debates, voter and civic education campaigns etc.

Center for Democratic Transition (CDT) is a non-governmental organization that works to promote democracy embodied in an honest and accountable government, dynamic civil society and active and informed citizens, through developing and fostering public dialogue, training of political actors, advocacy, monitoring of institutions, processes and policies.

CDT works in five main program areas: Elections and Electoral System, Good Governance, Civil Society, Montenegro and EU, and Montenegro and NATO.

CDT is one of the most prominent NGOs in Montenegro and is actively involved in various regional and international CSO networks and joint advocacy initiatives which opened channels of communication and cooperation both with different CSOs and state institutions aiming at higher involvement of civil sector in creation of state policies.

CDT has a Research Center, which has been established as support for those CDT project activities requiring scientifically and methodologically based research and expert analysis. CDT works on projects and researching teams are created ad hoc depending on the nature of the project. In its network, the CDT has a great number of highly skilled personnel, capable of conducting demanding researches and analyses.

Centre for Monitoring and Research – CeMI is a nongovernmental, non-profit organization, founded in March 2000, whose main goal is to provide infrastructural and expert support for continuous monitoring of the overall process of transition in Montenegro. 

During its long and consistent work CeMI has contributed to changing social and political circumstances in which it was created, and consequently expanded the scope of its work towards legislative initiatives, public opinion polls, fight against corruption and respect of human rights and freedoms; however, recently, CeMI has deviated from the work of regular non-governmental organization and is getting closer to the concept of a research center for the creation and representation of policy proposals.

Mission: CEMI is a Think Tank organization whose mission is to continuously provide support to reforms and strengthening of the institutions of the political system and civil society organizations through proposing and monitoring the implementation of public policies in the field of human rights and freedoms of European integration and fight against corruption in Montenegro.

Goals:

·       Contribution to the effective implementation of public policies and international commitments in the areas of human rights and freedoms of European integration and fight against corruption.

·       Contribution to harmonization of national legislation and institutional framework with the requirements of the EU accession process;

·       To improve awareness and educate public about human rights protection and freedoms, European integration and fight against corruption;

·       Contribution to improving the efficiency of the work of institutions involved in the protection of human rights and freedoms, European integration and fight against corruption;

The Political Accountability Foundation (PAF) is a Polish NGO working on election integrity issues in Poland and across CEE. Since its inception PAF has been working to increase civic participation in public life through encouraging people (including youth) to become election observers. PAF has organized multiple election observation missions in Poland and abroad, including video-observation, as well as social media monitoring. The organisation works to improve civic education by organising workshops and debates on important socio-political issues, publishing reports and analyses on the state of elections and threats to election integrity, as well as creating informative content and trainings for active citizens, election observers and poll workers. 

PAF is a member of the European Platform for Democratic Elections, as well as the Eastern Partnership and the EU-Russia Civil Society Fora.

organization established in 1997 in Belgrade that gathers citizens with the purpose to contribute to the establishment of the Rule of Law and the enhancement of democratic values and institutions in Serbia. Today CeSID consists out of central office and 18 regional offices/coordinators in which we educated and trained more than 20 000 election observers. 

Since 1997 CeSID monitored 27 electoral processes in Serbia and Montenegro implementing PVT and PPVT methodology for the first time in Serbia. Also, CeSID experts were involved in large number of monitoring missions as a part of OCSCE, ODHIR, NDI and ENEMO organization.

Till now CeSID developed its activities within five programs, each encompassing various projects: Elections, Local Community Development, Education, Researches and Analysis, Transparency and Battle against Corruption.

Center for Research, Transparency and Accountability (CRTA) is a non-profit, non-partisan, non-governmental civil society organization. With a vision of Serbia as a state whose citizens believe in democracy and actively participate in democratic processes, CRTA develops mechanisms that: inform, educate, mobilize, influence policies and strengthen institutions. CRTA engages both with the government and civil society towards strengthening democratic processes and ensures that principles of accountability, transparency and the rule of law are implemented in practice.

Since 2009, CRTA’s work has been focused on the establishment of innovative and practical mechanisms for citizens’ engagement in advocacy for an open and accountable government. With strong expertise in utilizing citizen outreach, ICT and research as effective approaches and advocacy tools, CRTA has established the credibility and recognition as a reliable partner to both civil society organizations and public institutions interested to foster civic participation, openness and accountability in decision making.

Through accurate, unbiased, and consistent reporting on electoral processes, developments and irregularities prior to, after and on the Election Day, CRTA has been active in enabling active and informed citizen engagement in monitoring and oversight of the elections in Serbia since 2016.

The Obcianske Oko (Civic Eye) association was founded in 1998 to provide citizen oversight of electoral process. Despite obstacles from then-governing forces 1,750 trained volunteer observers performed their tasks responsibly and impartially as the parallel vote tabulation veriefied the official election results. The Constitutional Court ruled in favor of Obcianske oko to grant citizen observers‘ right to seek information on election process inside polling stations.

Civic Eye has been active in election monitoring (ten national polls and over twenty elections abroad) and occasionally conducts voter information or get-out-the-vote campaigns. The Association engages in advocacy efforts to improve the legislative framework for elections and referenda in Slovakia. Moreover, Obcianske oko has been active in NGO advocacy efforts organizing debates about public policy issues related to Euro-Atlantic integration, freedom of information, alternative-to-military service, conflict-of-interest, parliament and education reform. Civic Eye provides often expert assistance to NGOs from Balkans, FSU and MENA regions.

 

All-Ukrainian civic organization “Committee of Voters of Ukraine” was founded in February 20, 1994 as an independent non-partisan organization with national status. The key idea of ​​the CVU establishment initiators was to promote democratic changes in the country, including through independent non-governmental monitoring of election and referendum processes, both at the national and local levels, as well as public lobbying of the relevant legislative changes.

During the period of its existence CVU has carried out monitoring of the election campaigns in Ukraine and other countries, political parties conditions and activities in Ukraine; participated in the electoral law reforming, conducted training (during the period of 3000 was held over for DEC and PEC) of members of the election commissions and observers for the preparation and elections conduct.

CVU also carried out the public control over the activities of governmental authorities at various levels (activities monitoring of elected officials, government and public communications, transparency of government authorities, etc.), provided monitoring and expertise of execution and compliance with obligations assumed by the public government authorities regarding access to public information, governmental and public consultations, international commitments etc.

The Civil Network OPORA is a non-governmental, non-political and financially independent nationwide network of public activists. We teamed up in 2006 to enhance public participation in the political process by developing and implementing models of citizen influence on activities of state and local government in Ukraine.

Civil Network OPORA conducts independent election observation in Ukraine. OPORA's civic observation is a network activity, aimed to provide an impartial assessment of the preparation and conduct of elections, as well as to prevent electoral violations through a comprehensive civic action.

Priorities in activities of the Civil Network OPORA: comprehensive long-term observation and analysis of the election process; monitoring and citizen oversight of Ukrainian Parliament and political parties; analysis of policies and legislation development; protection of citizen interests and rights.

Civil Network OPORA has been successfully realizing parallel vote tabulation since 2010. In 2015, we have organized a successful PVT during local elections.
